Dubla island, a part of Sunderban is situated on the Bay of Bengal. The fair started from the year 1923. The fair was organized by Hari Bhajan who lived at Sunderban for twenty four years. He lived a very extraordinary life. He started the fair on the eve of Rash Purnima (full moon) in the Bangla month of Agrahayan.

Dubla Rash Mela is one of the biggest fairs in Bangladesh where almost twenty thousand temporary fishermen engaged in fishing and drying fish in the area of Sunderban take part, remembering the contribution of Hari Bhajan. The fair lasts for five days. Handicrafts and precious wooden items are sold at the place of the fair. Tourists from different countries come to celebrate the fair every year.
